Fizz E has a .5 to 1 sec delay after Q + W combo.

Q + W puts me in a very vulnerable position and I want to E as soon as this is done. But there is a freeze on the E and it can't be used for .5 - 1 sec making Fizz extremely vulnerable. It's driving me nuts because I'm next to the enemy champ smashing my E key 10x and then it reacts after a slight delay. Is this intentional Riot? Does anyone else experience this or is this a glitch/lag in my game?
