Will Prestige True Damage Qiyana be released in the Prestige Point Shop? I was mostly saving up for that skin and I really want it however it was only purchasable in the world tokens shop :(

Nope It was informed months ago that the Qiyana skin would be available for worlds tokens
The Shop is still open and Qiyana could still be purchased if you have saved up the tokens like you say you did
