Whats goin on Riot?

I used to find this game fun, however lately almost every game I play has someone being completely belligerent.

Log in, que up ranked, get a singed in top lane that goes 0/12 before the Kayle he fed comes down and reigns holy hell on everyone.

Ok, that guy was terrible, que up again, oh the last pick guy who hasn't said anything in all of champ select didn't get his lane so hes trolling, literally runs straight to the nearest enemy champ and dies until he is worth no gold.

Wow, how is he not banned yet, que up again, the skill difference between teams so so bad that we get roflstomped in less than 20 minutes, zero chance to do anything.

Next game, actually win purely because no one was failing long enough for me to snowball an adc and we win.

Next 4 games just as bad.

Why are these people that are just ruining the game for anyone legitimately trying to climb ladders even allowed in ranked? Why isn't there some rank below bronze where the people that just horribly lose go so that they cant drag down the rest of the people who have some amount of investment in the game? How do these intentional feeders not get banned just for their scores alone? (0/10+)

I have climbed up the bronze ladder several times only to get dragged right back down by the terrible que ups multiple times in a row, and yes I know that you can climb out of "elo hell" and its not entirely the team. But the amount of trashy players I have to deal with to get one decent team is so bad I just don't even want to play most days! I duo'd a friend up to silver but I solo'd a couple times when he wasnt on and i went straight back down every time i soloed.
