Ok Morello and the rest of the Riot Balance Team, you had your fun with the changes you've made to League now can we actually address some issues the players want to discuss? I can think of several issues that would bring the game back into a balanced situation.

As of current, Assassin's are still running over-running SR just not as much as they were before, many ADC's have an extremely reliable dis-engage that makes tanks and bruisers unable to actually reach them, Mana Regen is still an issue we need to address since it's still in the gutters, the state of current viable top laners who are not AP carries or ADC's needs to be looked at and adjusted, the current iteration of the jungle needs more tweaking to promote balance across all levels of play and not favor specific junglers, we need to take a look at AR-pen and M-pen items, finally a long standing issue of what should be done if a team in ranked has a DC on their team.

I will start on the issue of ADC's and their somewhat ridiculous disengage tools. I understand that ADC's need to kite champions to survive, but when those said champions can't even get close and are being shredded by aa's and Last Whsiper there is a large issue there. I think that the removal of the Randuin's MS slow should be reverted but to not be as severe as it was, what I mean is that instead of a 15% MS slow it should be something like 10% or 8% MS slow which would allow tanks and bruiser's a chance to catch those ADC's who just run away after a teamfight ends. The ADC role received a huge change in patch 4.10 and now the tank/bruiser roles should also receive an itemization change with how much oppressive ADC's are currently. Most ADC's have high-damage, soft CC or a Dash (sometimes Both), and some have a ridiculous range that most champions can't get into before being downed to half HP and then chased by them. I believe that the defensive items should receive some changes to keep them in line against AD itemization.

Onto the Assassin and Mana Regen issues in one go. As it is currently, Mana Regen is in a really bad spot for the majority of AP Casters, this forces Mana reliant Mages to itemize for Mana Regen just like always, however now it's piss-poor as to how a single rotation of spells can drop your mana bar from 100-0. The Mana Regen issue becomes even more problematic vs Assassin's and Resourceless champions, since any resourceless champion is only gated by Cooldowns and even that is very easily mitigated by cheap and cost effective CDR items such as Brutalizer and Fiendish Codex (for Rumble/Mordekaiser/Vlad/Katarina). As it stands Mages have a difficult time in lane because they are forced into 1 of 3 different options for Mana Regen with 1 of the 3 choices not granting any offensive stats except for Galio (looking at you Mikael's Crucible ). This forces most casters to build either Athene's or Morellonomicon. I feel that either there should be more options for Mana Regen or the items that currently grant Mana Regen should be buffed to suit the current state of Mages. Resourceless/Energy champions have no issue with their laning phase because their cooldowns are so short that they can stay in lane almost indefinitely or poke for eternity while their lane opponent loses out in exp and gold because they have been bullied out of lane due to a shortage of Mana. If we want to equalize out the early game for resourceless and energy based champions against Mana champions then I propose that resourceless and Energy based champions have higher cooldowns on their ablities and CDR wouldn't take effect until after lvl 6 or 7, this in theory would allow for more counter-play in the earlier game for most champions since now it forces resourceless/Energy champions to think twice about using an ability when there is a chance they could be ganked.

Lets move over to Top Lane and the current Viable picks that exist, as of current the viable top laners are: Irelia, Jax, Gnar, Cassiopeia, Maokai, Lissandra, Rumble, Swain. The rest of the champions viable in top lane are niche picks that are chosen because they have an advantage over the enemy team comp, an example would be Poppy being a siege breaker against a defending poke team comp. There needs to be some changes in the Top Lane that will root out any APC and ADC invaders, preferably a slight change to Doran's Shield that reduce's damage VS ranged champions quite considerably and that it could only be effective for Melee champions. After the change to Doran's Shield the Balance team can move towards the actual champions who call Top Lane their home and change them so that they have equal chances of play in most team comps, I don't mean that they should be a Jack-of-all-Trades but they act as part of the front-line while dealing their own damage to enemy champions. Top Lane should have balanced play where there is almost no room for other roles to come Top and just rofl stomp every Top laner that currently presides there.

There are many things to say about the current jungle and how it affects both Solo Q and LCS play. I'll start with the current dominant picks for Jungling and they are: Lee Sin, Jarven the 4th, Rek'Sai, Warwick, Nunu, Udyr, Xin Zhao. These champions have built-in sustain that allows them to keep up with the jungle as it is currently with some of them being over bearing against most of the other junglers. The balance team did nerf some aspects of the jungle so that it is more difficult to snowball the early game in favor of just a single team. Dragon's AP and AD buff went from an 8% boost to a 6% boost and extra minion damage against towers is now achieved after the 4th dragon instead of the 2nd dragon. Tier 2 jungle items got pushed up by 100 gold because of the idea that a jungler gets 1st blood against the enemy team, sadly I think that was a poor choice rather than a good one. I think to help ease some of the tank junglers and others who struggle in the current jungle a buff to the health/mana regen over time on the Tier 2 jungle items would be beneficial all around, after that a look at the champions who oppress other junglers would help to bring the jungle more in line for balance issues.

AR-pen and M-pen are a big thing right now since most offensive champions just tear through armor/MR and render most armor/MR purchases useless with how LW/VS just go through 35% of total Armor/MR. As it is I feel that M-pen/AR-pen should only be applied to the Bonus resistances a champion purchases and not the base resistances they get from leveling up. In all honesty there is no retribution for champions who buy and early LW/VS since it does not hold back their builds and it is part of almost every offensive build bar a few champions who just eat through your HP bar without much/any penetration items. In short it's not the item themselves that need to be looked at but how they react with the resistances a champion builds, the bonus resistances.

Finally the last subject, the long standing DC in a ranked game issue. As of current, even if you have a DC in a ranked game you have to play the game as a 4v5 without any compensation for being down a single player. How this can be alleviated, I propose that any DC'ed player is given 10 minutes to connect to the game, whether they have not been there since the game started or were in the bathroom before the game started. If a player doesn't connect at all within the first 5 minutes of a game (they never got past the loading screen) and there is no activity from their selected champion then the game will go as unscored and none of the players will be penalized. If a player has bought their items but disconnected and has not returned for the first 10 minutes of the match then the game will go as unscored if the player who is DC'ed has not shown any activity for 6 consecutive minutes outside of the base fountain. I know some people will say there are ways to abuse this system, well quite frankly most idea's have loophole's in them that people abuse until those idea's that were used as a foundation are built up so as to prevent the abuse of the system.

If anybody has something to add onto any of the issue's I listed above feel free to add in your opinion and don't forget to upvote the subject so that Riot can look at and take away idea's from the post. If a Rioter does come around all your idea's will most likely be looked over (in the sense that many people will comment on the post).

I think Bruisers are fine. Real tanks are the ones who need the help. If you want to chase down an ADC as a bruiser, item 3800 is a solid choice. Gives a 60% movement speed boost for 3 seconds along with a shockwave that creates an 80% MS slow for 1 second. You want to talk about being able to chase someone down. And it only has a 60 second CD.

Other than that though, I agree with most of what you said.
