About this Sion concept

I think many people know that with magic pen/hybrid pen and by maxing e, that Sion has a very strong laning phase in top lane. I recently thought I would try to get him to be both survivable and able to do damage. I might have found a build that does just that. I run 9 hybrid pen reds, 9 scaling armor yellows, 9 scaling mr blues, and 3 hybrid pen quints. While in laning phase, my build order would likely be something like this: , , . The cdr on Sion is really good for damage already, but in combination with his E, which reduces armor by 20%, and the armor pen, I have found that Sion does stupid amounts of damage against people that do not rush armor early with the spell blade proc. The items would upgrade to and . AA after every spell and getting the slow adds great damage and allows you to kite bruisers even better. Black Cleaver also has nice team fight synergy with his Q and his ult to reduce enemy armor. I think I might be onto something with this build, but I would like to hear from more experienced players that understand Sion's kit to provide feedback.
