Smurfs and Smurfs letting level 30 friends queue with them

This has got to stop. I am a newish player that has dealt with WAY too many smurfs recently and its just terrible. not only that but theres groups of people going around that are lvl 30 in high elos queuing with their smurfing friends and just curbstomping the shit out of new players.
