All i'm going to say on the subject is that riot should be very very careful with these changes as they have the potential to massively break the balance on fringe cases. For Example you see this fellow over here He's been fairly notoriously hard to balance recently reaching omgwtf broken status with his new passive and w perma rooting people as he 100-0s them. Buffing both seraphs embrace ap, giving Roa more ap + mana AND buffing Rabadons all at the same time would push his damage to a ridiculous level. Just by stacking roas with seraphs and rabadons he'll be able to hit over 1000 ap while still being tanky.

Be very careful with the fringe abuse cases is my point. Another possible example would be the rylais changes. Aoe Abilities procing a full power slow for aoe abilities sounds awesome for for some mages, however there are some cases of people having aoe dots that are coded as aoe's before dots. Swain ulting and perma slowing you for 40%, Karthus presses e and now everything near him is perma slowed for 40%, Kayle e proccing rylais fully making her a nightmare top lane. There are plenty of cases where this could go horribly. This is of course all theory crafting but one item greatly changed game balance on its release with fringe abuse so these are valid concerns.
