Assassins/bruisers need a new armor pen item to replace old last whisper

A lot of ad assassins/bruisers could barely kill the adc in season 5. They relied on stacking armor pen in order to do close to true damage to squishies. With the change to last whisper they effectively lost 30 armor pen. Junglers lost 40 armor pen.

Now the only chance they have is stacking crit. Unfortunately a lot of champions like kha'zix aren't designed to utilize crit.

Make a flat armor pen item that does more damage to champions with low health pools.
