Should Jax be nerfed or reworked?

Jax is sometimes at the brunt of being called op, and he can be very frustrating to fight. He has one of the strongest duels in the game mostly thanks to his counter strike and passive. Should Jax have his counter strike nerfed to something like he has to use it and gain stacks before it stuns, or should he be soft reworked or completely redone, outside of his lore of course? because everyone wants a piece of the champ.

I think he should be completely reworked. Keep his identity as the strongest dueling counter against auto-attack champs, but remove the fact he himself is that kind of champ.

Not that I have any idea yet how that would work.

I believe he is way overdue for a rework. The last major change they did to his kit was when they removed the Dodge stat years ago. Other than that his meta relevance has really been reliant on item changes.
