End of the Line (Q) Bonus AD Ratio on second hit lowered to 40/55/7/85/100% from 40/60/80/100/120% Detonation time after hitting terrain increased to .25 seconds.

Riot is trying to adopt a policy were they don't go all out on nerfing something and instead take small steps towards a goal of balance (A good example is how Gangplank has been treated over the past 5-6 patches). In addition these are PBE changes if the nerf isn't significant enough they will change him again before the next patch.

The delay alone will destroy any kind of damage he once had, and takes away his reward for proper positioning. So, in essence, he'll be garbage tier, since he's losing a good portion of his burst and his AAs require you to be too close to rely on just their damage alone.
