4 drakes is 40% CDR, 45% CDr with Cosmic Insight That's 85%. Ultimate hunter is another 15% that's 100%.
It's unlikely yes, but really all you need to do is go Ultimate Hunter and Cosmic insight in a few games and then make a comeback in a cloud map.

Only CDR going toward the CDR cap is additive.
Every other source is multiplicative.
You can only get around 80% ult CDR total.
Doesn't CDR cap at 40% with only some special keystone allowing a bypass or am I missing out on something.
Unfortunately doesn't work like this. Some are additive, some are multiplicative. It works like this:
(Ultimate Hunter + Cloud Drake)*(CDR from all other sources)
You end up at 80.75% reduction.
Now, how's this instead: Instead of taking Cosmic Insight, be Karthus taking Presence of Mind instead. Every kill or assist your ultimate gives you with this setup will basically reset its cooldown. Also, from my experince at least, Cloud drake comes up as the last drake more often than any other drake. Seriously, in all my games I've probably seen Cloud as the last one in about 40-45% of them, and seen a Cloud Drake in the game as a whole about 70% of the time.
CDR from items stacks additively. CDR from Cosmic Insight stacks additively. CDR from the cloud dragon buff stacks additively with itself but multiplicatively with other sources. CDR from Ultimate Hunter stacks additively with itself but multiplicatively with other sources. The max CDR that can be obtained for ultimates, is 75.25%.
Now are all these additive or multiplicative?
Ultimate Hunter/Cloud Drake is multiplicative with base CDR. Not additive.
id like to add that ultimate hunter is 5% + 4% per stack, gaining up to 25% not 15%.
