Prevent Poor Games; Introducing the In-Queue Ban

The vote-based system intended to allow Summoners to self govern needs one addition!

Queue-bans. If someone in queue informs their prospective team that he or she intends to feed or otherwise troll, a unanimous vote from the other four should remove said person from queue--docking 5 LP and preventing "the troller" from joining future queues for 20 mins.

Obviously this could be abused--by vengeful opponents, mean spirited children, etc. So I believe that this option should only become available after the person to be removed has typed something in chat--either his condemning remarks or his defense.

Allow a unanimous ban to ban anyone--if FOUR team mates hate you, you probably trolled.

Indeed, many a troll game could be salvaged with a pre-game mechanism.

Because truthfully, there's one thing we all hate to see:

There's no way to add a system that detects if said person says "I'm going to troll" and then make the kick option avaiable, so the only way this could be implemented would lead to abuse.

Far too easy for abuse there has to be a more thought out solution to this.

No... I'm already getting flamed for picking support Poppy, I don't want to have to queue for one hour and a half simply to join a single game. Even less if I lose 10-15 LPs in the process.
