What would be better for Garen?

Runic Armor 1.6% bonus to all shields and heals on you (including lifesteal and regeneration)

Veteran Scars 4% Total Health

I think Runic helps better with the early game while Veteran will help you with the late game. It honestly comes down to where you want to impact since Garen can do both well.

I'd say Veteran's Scars - reason being that the slight decrease in heal-to-full time out of combat will not make as much of a difference as 120-160 additional health.

Garen's sustain is not active in combat, meaning that increasing it will not affect your combat power, only the frequency with which you can enter it.

Veteran Scars, it is better to have an immediate stat that also helps and scalates like other items like any HP ITEM.. or Sterak hahahaha Vet scars is like: 40 for each 1k life, 25 for level 1 Garen.
