Not to be rude, but it kinda just comes down to common sense. It'll come to you with more time and experience.

Really impossible to explain since there are millions of scenarios.

Learn the items, and it should be obvious.

Most champions have a core, and your situational items are based on countering the enemy offensively or defensively.

Examples:

Champions with a lot of armor? item 3035 Last Whisper into item 3036 Lord Dominik's Regards Champions with a lot of healing? item 3123 Executioner's Calling into item 3033 Mortal Reminder. item 3165 Morellonomicon for AP Champions with a lot of health? item 3153 Blade of the Ruined King or item 3151 Liandry's Torment Champions with a lot of magic resist? item 3135 Void Staff

Champions with a lot of physical damage? Do they have a lot of ttack speed (Tristana, Varus, etc)? item 3110 Frozen Heart. Do they have a lot of healing (Aatrox, Rhaast, Supported by Soraka, Sona, etc)? item 3075 Thornmail. Do they deal huge crits (Jhin, Yasuo, Tryndamere, etc)? item 3143 Randuin's Omen.

Do you need health and armor and need MS to get into the fight (Udyr)? item 3742 Deadman's Plate. Do you play an AP diver who needs to survive the dive or to survive an assassin jumping you? item 3157 Zhonya's Hourglass. Does the enemy have a lot of team-wide damage (Kennen, Fiddlesticks, etc)? item 3190 Locket of the Iron Solari.
