Re-rolling skin permenants
Do you only get skin permanents of champions you own or are in rotation?

You get a random champion permanent shard. It could be a skin for champion you own, or it could be a skin for a champion you don't own. You just have to pray that you don't get fucked over by RNGesus when you're rerolling.
Doesn't it give you a random skin permanent that you specifically don't own?
Like if I own Elementalist lux, and rr 3 skin shards it will never give me a second copy of Elementalist lux.
