Cassiopeia Q max vs E max

Currently you go Ludens Echo and max Q on Cass, which turned out to be pretty damn good and she is considered one of the best mid laners at the moment. However, in which cases should you go Seraphs, and max E? I've only went Seraphs once vs. a Zed, but is there any other instances where you should go Seraphs? Due to the meta being as it is with early pressure, I don't see any other instances where you should. What do you think?

There really isn't much benefit of maxing E first, it only increases the bonus damage on poisoned targets by 20/level, while increasing the mana cost by 10 per level. The base damage, as well as the healing, scale with level, and the majority of its damage comes from AP scaling.
