Spells and Blind pick!

why cant all spells be unlocked at level one, why do I need to wait until level 8 for flash and 10 for smite/ignite???? Also Blind pick( Normals) need to be seriously change.Sick of calling my role to then have someone just instalock or duo mid to troll.
