Xerath's range/damage ratio is WAAAAY off. His q is oppressive. The more range it charges, the more damage it does... THROUGH MINION WAVES. This makes laning against him not only totally one sided, it's boring. Unless you are playing an extremely mobile champion, you can't compete.

Simple fix: either lower the damage of his q across the board or have it do diminishing damage if it's shot through minions. If he can use the minions as a wall AND do more damage by shooting long range through them it's waaay overpowered. He's a sieger, I get that. But he's too oppressive. It needs to be that either he can shoot through minions from safety but do less damage, or he puts himself out there and risks retaliation. Right now he's boring to lane against, you can't compete.

His Q doesn't increase in damage the more you charge it. Only Varus does that

He's supposed to be oppressive. That's the point of a LANE BULLY. Thing is, you still get a hint as to when that Q is going to land. Unless you are slowed, you should be able to dodge the Q even without boots.
