Balancing in recover exp for afks or lower level players.

Just now I just played against a game against a adc cait that was afk for about 5 mins at the beginning of the game. His supp is level 6 while we are lvl 4/5. In less than 1-2 mins Cait has caught up in levels and the supp (naut) is level 7. I understand that since the beginning of League of Legends Riot wanted the game to be fair and team oriented. What I dont understand is how someone could catch up so soon. Someone might say oh she wont have the farm, but after recovering with the from my thresh and a tanky/overleveled supp she recovered and benefitted from afking. Perhaps there should be tiers of time for the experience gain. A player shouldnt be able to catch up in 2-3 waves as far as levels/exp unless they are level 1 at 20+ mins in the game. Regardless of reason to why the player DC (lag, bad computer, or just dont want to play) in the early stages of the game, he/she should not be able to be back in the game instantly. There are times where I make someone back 2-3 times pre-6 and these players still somehow watch up in a wave or two. This most certainly happen considering I would have double their farm and more kills. So I guess the balance that I would like to see is the rework of exp gain as far as level and time. If player A dc's and comes back 30 mins then yeah he should be able to catch up to the lowest level member of the game, but if a player dc's in the first 5-10mins in the game a wave or two should not be what it takes to recover from being gone from the game. Thoughts?

I think your champion passively gains exp, whether or not you farm or not--farming just speeds it up and gives you gold. For example, you can see many supports doing nothing in lane but still can kind of keep up in levels. The same goes for when you're in base, perhaps waiting for an item, etc but you level up anyways even if you're not actually farming at the moment. Also, whenever your team takes down a tower, it gives global gold and exp. I don't really know why this makes you upset. It just evens things out and helps your teammate catch up so it's actually a 5v5, otherwise they would spend all their time afk farming while everyone else is fighting. The point of farming is to get gold and quickly get to your full build/item power spike. If the dc misses the first 10 minutes of waves, that's their problem, but if they have to start catching up from level 1 little by little, that's the entire team's problem, because it sets them back from the enemy
