Question about Kayle 5.13 Passive

Hey guys, I'm not as patch note saavy so I'm hoping you can clear things up for me. Is it just me, or does the passive not actually do much? I thought it was a buff, some additional damage, but it just looks like a slight buff for melee mode only. Which is like never used anyway.

Passive: Kayle's Basic Attacks deal an additional 10/15/20/25/30 (.15 AP) magic damage on hit.
Active: Kayle increases her Attack Range by 400 for 10 seconds and the passive bonus is increased to 20/30/40/50/60 (+0.3) magic damage on hit.
In addition, enemies near her target take 20/30/40/50/60 (+20/25/30/35/40% AD) (+0.3 AP) magic damage on attack.

Am I correct in that the passive change doesn't actually add anything? Does it do 10+ plus the 20 from RF's Active? Or just 20 when active?

The passive is not added to the active, active will still be 20-60 damage. However, Kalye isn't as bad as most people seem to think, she doesn't need huge buffs. The nice buff to her early where she still often uses her melee AAs aswell as the 0.05 ap-ratio buff for her active E(from 0.25 to 0.3) will probably be enough to make her a perfectly viable pick again, especially in the jungle with the new devourer.

Thanks for the feedback guys. As I understand, it benefits her early game; though, I never think to let Kayle engage in melee. Doesn't seem worthwhile to me as she can be a glass cannon fairly easily.
