Is Fizz a bruiser or an assassin?

AD Fizz is really stating to psis me off. Triforce/BORK into tank on an ASSASSIN. I just don't know what to do. You can't buy armor, health, or MR AGAINST IT.

His W passive is broken as hell

They gutted his Q AP ratio, but added a flat 20% all damage increase on enemies marked by his shark. Obvious nerf to AP and buff to AD fizz. Was worse for the patch he had 8% missing health on-hit
