you make completely outrageous who for some reason 1 shot at level 7 (VIKTOR), this makes legit no sense, Viktor was 1/2/7 and i was 1/1/1. He Beamed, ulted, Auto attacked and BOOM, i was instantly dead. Zero outplay potential and it makes no sense why you would make champions that take zero skill. Please Rethink your champion designs, or maybe the ratios at which abilities scale off of.

1 kill and 7 assists at level 7. At reasonable max, that is 1350 gold. Assuming each assist was a solo assist and earning 150 gold, he has 1350. Did he get that much, probably not. But anyways. I'd say at most he has about 50 CS, being about 1500G. So currently, at max he has about 2850g, probably less.
1000 goes into hextech 1, granting him a bit of AP and improved laser. With 1850g (probably less) left, he can either go boots, morellos, rylais, or abyssal. No matter what, his remaining gold can't be allocated to enough AP/ MR pen to one shot you at 7. Add the math, can't happen. Not 100-0. Maybe his FULL chaos storm coult, but not just one regular combo at 93 MR.
