Voli does too much damage

Its actually pretty easy to wield a gun. Against a simple man with a complicated weapon like a hook blade the situation is exceedingly simple. Against a man with a complicated weapons and the complicated guerilla tactics needed to level the playing field the situation is exceedingly complicated.

You can build a fence with a hammer, this is simple You can build a house with a hammer, this is not so simple

simple tools are only simple when solving simple problems. If you are a simple enough problem then no matter how complicated the tool is it will be simple. There are hundreds of systems and combinations in many martial arts. But things are still simple when the opponent is weak or has some exploitable disadvantage.

By picking a champ like volibear you take advantage of 3 possible extremes they might not be able to deal with. His tankyness, his ability to force some engages, his ability to deal moderate but significant damage. None of which are really all that impressive but sometimes it doesn't take anything complicated to deal with a simple opponent.

But seriously though

the idea is for a tank to let out explosive damage during small windows of burst.

For voli to deal extreme damage not only does he have to warm up he just has one extreme damage ability.

this is how tanks are supposed to work, this is how volibear works. He's a tank/fighter by the way.

By the way you know those people who just give you bad or horrendously incomplete advice like "use pink wards to counter akali" or "just dodge nidalee's spears" so you'll shut the fuck up and stop whining. These are the same people who say "just kite volibear" I mean sure you can kite voli but the strategy to deal with a champ designed to do something simple very well is not so simple as "just kite him"

His synergies for example.. people don't realize what kind of team he goes on but did you notice that voli is suddenly strong as fuck after a mage rework? Hinthint.

Voli may have an issue, but its not his damage and its not that a champ generally cannot deal his level of damage while being tanky. Maybe he specifically shouldn't but in general there's not really anything wrong with that in a vacuum.

The last major voli nerf was to lower the burst of engage power he gets from Q from 60% at level 1 to something else and then it would be around 60% at max level. If there is a problem with voli looking at his last nerf will probably explain it, especially now that move speed itemization has changed so much.
