I'm pretty sure, unless it was frame lag, that he cannot ult while rooted because of the kick back. I don't know if this was intentional or not but facing a Morgana support gets really hard for him. I had 2 games where I mashed my ult and it didn't go off.
Because they added the self knock back this will happen. I guess it was an unintentional nerf.
I think I ulted while I was snared with Graves once. Jarvan can use his E+Q dash while rooted as well, so I guess it would make sense
I feel like he should at least be able to ult but not get the kick back.
There was a thread about this yesterday. My in-game logic response for Jarvan was that he's not moving himself, but rather is being forced to move by his skill. It works the same with Graves. He's not moving, but he's being forced to move by his ult. I'm pretty sure if he were forced to move by another player (e.g. Alistar), he would also move.
In short, my general theory is that you can be forced to move while snared, by your own skills, or other players', but you cannot willingly move.
