Bought 22 Hextech chests and got no gemstones?!

Not sure if its a bug or not a guarantee(Please let me know). Yesterday Bought two 10(11) Hextech Chests and keys separately opening the 11 chests and got 1 gemstone from each group of 11. Today decided just open do another 22 but all together. So I bought one after the other then proceeded to open them all. (I'm a legacy skin lover and I want that Annie skin) Opened 22 chests, and got NO gemstones. Seriously RNG shit or bug. If bug I want my gemstones.

Aside from that got lots of nice legacy skins out of it. I own all champs so i have a total of 3626 Blue essence(Can't wait to see what I will be able to use it for). So far of the legacy Skins I got were Wonderland Annie, Bewitching Nid, Blacksmith Poppy, (My Favorite) Festival Kassadin!!!, Hot Rod Corki, Molten Ram, Scuba Grag, Spectacular Sivir, TPA Ori, Viking Trynd.
