Relic's shield passive doesn't work on Thresh (although the passive on his flay does make it easy enough to dish out the damage). He can't buy Runaan's so he isn't a ranged champion.
Make one of the two items work would be my suggestion.
(And to anyone who asks, yes you used to be able to buy Runaan's and Thresh worked like a range champion before patch 5.22).

This is a good question. Though I disagree about maxing E to have a chance at last hitting. Play ADC more, and you'll do fine last hitting to get your relic shield gold. :)
It's often the ADC outdamages me. I don't want to have to max his E first. Lots of ADCs don't care that you have a relic shield and will take the siege & other minions.

Runaan's used to work on him and it worked fine. I just think it's dumb to have the passive on his recommended item not work. Either make his recommended starting item an Ancient Coin again, or, preferably, change him so he's considered a full-fledged melee champion again.

Besides, it's recommended even though you can't use it to your fullest extent because it covers thresh's most gaping weakness. Isn't that just a testament to thresh being so strong he doesn't even need an item's full power to have it be super useful?
