Relic's shield passive doesn't work on Thresh (although the passive on his flay does make it easy enough to dish out the damage). He can't buy Runaan's so he isn't a ranged champion.
Make one of the two items work would be my suggestion.
(And to anyone who asks, yes you used to be able to buy Runaan's and Thresh worked like a range champion before patch 5.22).

Apparently we can't decide if Thresh using a kusarigama counts as melee or ranged... and neither can the game code.
Pardon my French, but it's fucking annoying that the passive on the recommended starting item for Thresh, relic shield, doesn't work. You have to max your E first if you want any chance at last hitting.
This is a good question. Though I disagree about maxing E to have a chance at last hitting. Play ADC more, and you'll do fine last hitting to get your relic shield gold. :)

on a serious note tho: i know you can just check it at shop and see it unavailable
Playing solo not a lot of adc's always let you last hit as Thresh
