@Riot; Can we have a talk about Singed for a moment?

Singed is easily my main, and one of my favorite characters in any lore.

This latest Boots of Swiftness nerf may not seem like a lot to most characters, it really is a pretty serious Nerf to Singed in a lot of ways.

If you look at the last 15 patches or so, you see that Singed has continually lost his most important stat: Move Speed. He lost movement speed in the Mastery Tree, He lost movement speed in the boot enchantments dissappearing act, his opponents have gained movement speed from new core items that inexplicably provide move-speed but none of Singed's other core stats. He's lost move-speed to the new Hex Tech items that provide additional dashes, every champion in the game has some sort of dash, stun, slow, CC ability so Singed is at odds with that.

It gets worse for Singed, though too. Just a bout every champion in the game has an item that makes you sit back, and think "That item was literally designed for my champ". Not Singed, though, unless you go with boots. He needs a thoughtful update that still maintains his core of abilites, his gameplay style, and mechanisms that reward skillful play.

In fact: When Druiddroid and Inverted Composer did their most detailed analysis of Singed's core items, they came up with item 3070 item 3151 item 3116 item 3075 item 3111 item 3102 as his most efficient core of items, and there really isn't anything close. Should Singed get to full build he switches out the item 3070 for item 3742 or item 3089 but that's about it. This core of items was decided nearly 4 years ago as his most efficient set, and he has no real reason to switch from it. How many champions can you honestly say are still sticking with their most efficient build from 4 years ago?

I also realize that Singed is in an awkward spot where you seem afraid to experiment with his kit/stats because you may see the return of Proxy Singed in full force, and that's probably not something you want.

His kit doesn't need much, but I really think there's opportunity here to put Singed back in a good spot and address these problems.

  1. Passive: It's not great, but it's not bad. This is the reason, though, that Tear is such an efficient item on Singed and why ROA isn't really a consideration in his build. For 750g I'm getting 1000 mana and 250 health? Yes please. There isn't a more cost efficient item anywhere. If you want an Item like ROA in consideration for his build, you should re-adjust his passive to give health from multiple stats, but at a smaller ratio. Tweak it so that the cost efficiency of Tear is = to the cost efficiency of ROA after gold spent in pure stats when filtered through his passive and suddenly you have a winner.

  2. Q: This is his bread, and butter, his core, his identity, and the reason rule #1 in League of Legends exists. Never chase a Singed. I think the damage coefficients need to be looked at, and when it comes to poison the way MR reduces poison needs to be examined too. Should a champion be 100% shut down by an opponent through the purchase of a single item? item 1057 Other than that. This is what makes Singed, Singed. No change.

  3. W: Most build paths ignore W until level 8. The argument is that there isn't enough utility, and that it's too mana inefficient to justify the points earlier. His path is Q>E>Q>E>Q>R>Q>W.... I'm not certain if you think this is healthy, but I think there's room here to play with the spell to help tune it.

    A) Reduce the early level cost of W. Also, program in the ability to Fling, and then cast your W Mid animation so you can put a goo pile down where the
    flung champion will land, this will allow for a skillful interaction that costs a lot of mana to fling, and stick an opponent.
    B) At level 3, Goo should have a slightly larger radius, and anyone who attempts to dash through the should be immediately rooted in the glue.
    C) Finally at level 5 If Singed runs through his own goo pile, he should gain a movement speed burst, but if he doesn't capture fling an opponent by the
    end of the buff he gets from the speed burst, he should have his move speed cut by 50% for a short amount of time. (Like Blitzcrank) D) Adjust Mana costs accordingly. This spell needs to be his most thoughtful spell and thus should cost mana based on that consideration. It shouldn't be a binary "yes no" decision. So his cost for this spell as he levels it needs to go up at a rate that makes Singed not want to use it unless it
    matters. Which means it should take a percentage of max mana per cast.

  4. E: Fling. Another thing that makes Singed who he is. It's just about perfect. I'd like to see skillfull Singed players have more lee-way and play in the walls that they can flip an opponent over. I'd also like to see better coding where Singed can't fling a Leaping Tristana mid-leap when she's clearly gotten away. While it's hillarious, it's not very fair to the Trist player. In fact everyone with a dash suffers the same coding issue. If a Singed catches a target mid-dash at the point they started the dash from, he'll fling them behind him.

  5. R: Insanity Potion. There isn't much you can do here other than to tweak his move-speed bonus and perhaps give him his tenacity back, which I don't think he needs either of these things if his W gets some love like i've detailed.

Singed, as a Juggernaut, really should feel like an implacable, unstoppable force. A heat-seeking missile when he's popped Ghost, and Ult and he's decided to fling you back into his team. The counter-play is that if he flips an opponent and has over-extended from the team, he's literally a free kill. These changes maintain that identity without giving much if anything, to his ability to proxy until about level 8. (Which is really the best time to start proxying as a Singed anyway)
