Singed + Ludens Echo = ???
Honestly, it feels like it was directly created by someone who loves 
and wants him to be happy again.
I wonder if I wonder if Ludens will supplant

Patch 5.8 notes: Singed Q now deals 1 damage. As compensation its mana cost has been decreased by 1. This will separate the good Singed players from the great Singed players.

I think it would be great as a 3rd or even 4th item. Buying it early will delay him getting tanky. Maybe sit on the (small item that gives MS) before you build it.
It doesn't stack the passive every time he damages someone with his poison does it? I get that it's an AP item that gives speed which he likes, but it sounds like there is more to it than that.
I think it only charges when you actually activate poison/q. The dot ticks don't count as spell activates. at 100 charges it may activate on spell(hits) though.
Wait what? This is gonna be hilarious when chasers get killed this way.
however, overall I think this is still not THE item for singed. He needs to get tanky and there are better items that give him better stats overall: ROA/seraphs, Rylai's+liandry combo and some resistances(at least 2 items). Maybe you can replace the rylai's/liandry combo with the improved Righteous glory and luden's, but I don't think it will be better.
Luden's Echo is upon casting, not dealing damage.
Im not sure if it would gain charges from toggling his Q on and off, but it wont be gaining crazy charges. It will still proc if you damage them with your Q with 100 stacks I believe.
