Why is Evelynn's E a target? Wouldn't be easier to make it like Vi's E where it applies when you auto? I feel it's just a bit over complicated in team fights for me to click on the person, which then gets worse when I have hextech gunblade and my ult. I feel it just breaks up the burst that I could do.

All thanks to smart cast imo. Riot seems to base all cast decision under the assumption that everyone should and will use smart cast for everything.

agreed. She has a spammable Q. The E makes her kit a bit awkward when you have to stop casting everything else just to use E.
The reason it's not an autoattack is so she can't use it on towers and so the damage can't crit.
Basically it's like it is to keep AD Eve from being too strong.
i play a LOT of eve and this has never been a problem to me tbh.

here is why, in addition to your E being a truck full of fuck you when fed, it also RESETS your aa. So the combo is W in (if you can without punish) q aa e aa spam q. dead body. you can use your e while mobile, if they made it aa oriented, guess what? Now you cant. and that would be BAAAAAAAAAAAD news for her. Since she is literally designed to deal out massive damage and leave unless giving chase.
The reason that comes to my mind is so that it does not act as animation reset. Or does it reset her AA animation anyways (I don't play Eve)?
