rageblade and kled

i went into a game to test this out and bought rageblade thinking i would only need two auto attacks to get all the damage out from his w. this works for champions who have that stacking auto attack passive vayne jax etc. this was not the case though kled would go through the four auto attacks when rageblade has its stacks. is this a bug or is rageblade not intended to work on kled
