bard and boots of mobility [GAMEPLAY]

what ive noticed while playing bard is that boots of mobility completely removes any and all bonus movement speed including bards chimes when any damage is taken and boots of mobility only gives an extra 105 speed and not a percentage so why would any extra movement speed be removed
