Does Lucian deserve a nerf?

Lucian is one of the champions that have caught my attention. Most of the time I see him he is either leading the bot lane, or absolutely dominating it. This includes the games I have played with Lucian and against Lucian.

Why I think he needs a bit of tuning is because of his terryfying burst like damage that will become a threat as soon as he hits LvL 2. He will dash towards you and before you realize it, you are in danger of dying. The way he procs PTA comboed with the damage he already has makes his trades a bit too strong. Of course, it is still a duo lane and he always can't just dash in, but not every support has the capabilities of stopping him (Some CC can't go through minioins such as most of the hooks/grabs/pulls and some snares). If things go that way it may even be the support getting chunked. When he hits LvL 6 in lane, it is time to pray for a gank.

And it isn't just the early game, it stays like this until the game is over. After Lucian gets his BORK he starts to be a really hard duel for most of the ADC's (and champions over all). His dashes and damage (Including the BORK active) is terryfying. After Lucian gets his Black Cleaver, even tanks start to sweat bullets. Of course focusing him always works well, but in team fights he will always be behind a wall of other teammates, including the support who will most likely focus on peeling him. If he is alone, you will most definitely need a teammate or two to take him down. The more items he gets, the more impossible killing him seems. Unless you have Veigar. Veigar doesn't give a rat's ass about what any ADC thinks.

How to nerf him then? What I do not wish is a complete gutting. What I want is a small reduction in his burst, by either nerfing the AD scaling on his Q (Which is 60 / 75 / 90 / 105 / 120% depending on level), or his passive by a SMALL AMOUNT. What I do not want is a PTA nerf. Even though it works well on Lucian, it does not deserve a nerf. The problem is how well Lucian's burst in his kit works, as he is one of the few ADC's capable of producing such bursts in a second. ADC's Such as: have no chances of dealing the same amount back in that time, making the trade always favour Lucian (also, having a cutlass gives him a nice amount of life steal, and the active gives him more burst! Yay)

But as this is a discussion, I'd like to hear other opinions about this.
