Does Tahm Kench's New Passive Apply to Minions?
I can't get on to check. I hope it is because It certainly makes last hitting them easier.

What im more interested in is if you can close to permashield yourself with 45% cdr (6 second cooldown and a 3 sec duration)
It does but it doesnt stack so you only get the damage you see in the tooltip.
