Champ select (How is it suppose to play out)

I recently played a game with an instalocking kha jungle. This got me wondering how should champ select be played out? right now whoever have the fastest connection gets first priority and if you dont you are stuck with a role you would rather not play. I am just wondering what Riot thinks calls should be like and If intalocking without calling a role is a reportable offense.
