If you are talking about Warwick he is for damn sure not over tuned. Losing extra movespeed while in combat makes him kitable as fuck.

Honestly I don't doubt he'll get nerfed. It'll probably be his max E DR since 55% on a basic ability is pretty powerful.

Riot intentionally releases OP new champs and reworks because people buy them up by the droves to stay competitive.

I prefer how things went with Bard's release. He was slightly under tuned and then they gave him small buffs until he was good.

He can glitch and move baron. That's pretty op if you move it to your base.

He'll feel overtuned because he is new and we need to know his counters. As for now i think kat rework was the most overtuned rework i have seen in a while.
