No more "I'm new to this champ" in ranked

Ever get frustrated because someone is trying to learn a champ in ranked? They may have saw a pro play the champ or even another player in a previous game, and they think they can do just as good.

RIOT created this new champ experience lvl's, but really hasn't used it for anything, yet. I know they have plans for rewarding players, but how about they make it so you can only play a champ in ranked when you have the champ at a lvl 4 or 5 experience. This would let everyone on your team and on the enemy team know that you are at least have a bunch of games of experience under the champ that you're playing.

I believe this would REALLY benefit the lower ELO that people don't take as seriously when picking a champ they're good with. It would also raise the competition in the lower ELO as well.
