Gangplank

Dear Riot,

 Please buff Gangplank, Gangplank feels punishing to play. Q Mana cost of 60 with a 280 mana pool is ridiculous, furthermore the damage is incredibly underwhelming until you get at least 4 items. I would propose mana refund on Q upon minion kill, an increase in base stats (ad, armour, magic resist). Also just for me, please bring back the old barrel duration and vision.
