The new keystone requires you to be in combat for 4 seconds beforehand and will be good on bruisers, definitely won't be good on ADC's as they gated it for all ranged champs.
Warwick needs a buff ill give you that
They lowered Skarners E stun Duration
Olaf and Noc definitely needed buffs

the new keystone is for bruisers mostly. it only buffs in combat for 4 seconds, BUT it does not refresh the buff for ranged attacks.
therefore its only good for melee peeps.
Boss, the Conquerer keystone is STILL being tested & won't be shipped until 8.6
It's a Decent Rune, but it still needs work & polish in my opinion. The only people that are going to be able to use it properly are Melee Champions, since the Duration will refresh for them while only lasting that 4 seconds on anyone else. So unless your a Melee Champion that can properly utilize that Bonus AD, then you'll be better off getting a different keystone. Master Yi, Jax & Yasuo are prefect examples of champions that can utilize Conquerer, someone like

can't use it as well as them.
Not many people play Nocturne 
or Olaf 
(Which is a shame. Both champions are cool in concept, Especially Nocturne), It'll be nice to see them get buffs. Skarner 
is infact getting a Nerf that has been put on PBE as of 2/28/18, his Stun Duration on his [E: Fracture] is getting lowered to** 1.25 Seconds ** from 1.5 Seconds. Volibear 
was also given an Adjustment on the same day as Skarner. They increased the speed of his Knockback on his [E: Majestic Roar], but the total duration of the knock back has been reduced.
As for Warwick 
, you got me. I've been living under a rock for quite sometime, not entirely sure where the heat he's getting is coming from. I always thought he was balanced since his relaunch. Did something happen to him after Runes Reforged?
Edit: you clearly don't understand how much these buffs will impact games,I mean I thought Olaf was busted before and now he s even more busted.Conqueror surely won't hit live servers because bruisers will go from 0 to hero.And then they will be nerfed again.Guess that's how this company works.Similar example could be Zoe although I think the champ was a mistake by herself lol.
