Because not every person who dies a lot is intentionally feeding the enemy team.
There are such a thing as “new players” or “first-time-champion” players.
As far as Caitlyn nerfs are concerned...she is probably the LEAST mobile adc in the game with one escape ability on an incredibly long cooldown that doesn’t reset on kills or assists.
Because of people like me who are absolute shit and sometimes have 0/14/0 games while genuinely trying lmao

Except maybe 9/11 corki where you're using your w to crash into the towers then someone kills you. This comes comes courtesy of awilddraven who is a toxic member of l9 along with permaban who is so toxic. If those kinds of games hit the front page of Reddit, then those players are banishedto the black hole.
Because people report someone who was 0/2/0 in laning phase for Inting.
Because Riot can't tell that somebody "ran down mid" from a report alone. If there's no chat proving that they're inting or no data supporting it, it's not inting.
Because they don't get banned, the only people who get banned are those who don't tell players who go 0-10 in 15 minutes "you are an amazing teammate, keep up the good work!"
Because intentionaly feeding needs to be proven. Person can go 1:16 and still not intentionally feed. But also person can go 0:3 and still be punished for intentional feeding if he just ran it down mid 3 times and went afk.
