Let's talk about the latest Cassiopeia nerf

Alright... Cassiopeia doesn't have legs. We get it. I'm not here to argue about why she can't buy boots when other champions with no feet or legs can. However, an issue with her inability to buy boots that ABSOLUTELY needs to be addressed, is that boots are not JUST for movement speed. Not having the ability to buy boots cuts her off from some buffs that you CANNOT get any other way (besides wasting space on valuable rune pages or masteries). Tenacity, Summoner Spell Cdr, out-of-combat movement speed, and Slow resist. While you CAN get Magic penetration elsewhere, there is a very limited selection of items which offer it, so taking one of those items away from one champion is doing that champion (especially as it's a mage) a huge disservice. In a lineup of mages, Cassiopeia is the only one who cannot take advantage of ALL of the magic penetration items the game has to offer.

I'm not just here to moan about this problem, either. I have a solution. Why not give Cassiopeia a way to buy the passives (aside from movement speed) she is denied by being unable to buy boots? I mean, we already have a precedent for certain items only being available for certain champions (or when certain champions are on your team in the case of Ornn). As a matter of fact, we could easily follow the model of Gangplank, where you get a special currency based on your use of abilities (say length of time enemy champs are poisoned, as a throwback to a, shall we say, BETTER, passive and mechanic Cassiopeia players are already familiar with) which you may use to purchase an upgrade to your passive that gives you the benefits of one of the tier 2 boots that other champions can buy?

As an alternative, we could simply make an item that isn't boots (and doesn't passively buff Movement Speed, since part of her kit is gaining MS through landing her Q) but each one offers the passives of its corresponding tier 2 boot, is only available in the shop to Cassiopeia, and still takes up an item slot. That way, players couldn't complain about Cass essentially having a 7th item slot through her passive. Another thought is to still have those items be purchased with special currency earned through poisoning enemy champions, to give her further incentive to land her Q and W on champs.

**Tl;dr: Cass needs a way to take advantage of the buffs offered to other champions (apart from movement speed) through their tier 2 boot purchases. ** Please, discuss. Also, I'd LOVE to hear from someone in development about their thoughts on these ideas.

Edit: If you didn't read the full post and only read the tldr, you're missing out on a lot of context and ideas that I presented. I really don't want to have to point those out every time somebody brings up a point I addressed in the main body of the post. Also... It's only three paragraphs, folks...

I don't see the problem in her not having access to boots. She has no problem cutting through tanks, CDR is everywhere, her passive already gives her a stupid movement speed boost, and the tear shield does far more for her survivability than mercs or tabis ever could.

Why would anyone want boots over a 6th item? Her passive is fantastic. It allows her to not only skip boots early game for a more powerful 1200 gold item, it also allows her a 6th slot, something no one else in the game can have. She's the epitome of late game hyper carry mage.

You don't know what you're talking about. Skipping boots is a huge boon for Cassiopeia's build in the early game when she is rushing two stacking items to deal with her mana costs and also needs actual raw stats to start scaling her damage and durability. Magic Pen from Sorc boots is not some massive advantage that separates the powerful mages from the weak, it's just a nice bonus tacked on to the 1100 gold cost for increasing your movespeed which is something 100% necessary for all champions to do at some point in the game. Cassiopeia actually benefits less from Magic Pen than most mages because she focuses on skirting the edge of fights and dealing dps to targets that are usually tanks, not bursting squishies.

Also, Cassiopeia is a strong champion. When champions are too strong they get nerfed, that's how balance works and you should get over it.
