Play any squishy top laner 
and this champion 
can instantly take all their health with no damage items. Just went up against one who had 0 ap the entire game and was able to 1v2 me and my jungler doing a shit ton of damage with only tank items. If this guy only builds tank items why is he rewarded with so much damage?

becaus ein order to make tanks viable they have to have damage otherwise they dont get played .... League of damage :S
He is another throwback of the Tank meta. Since his rework, he had been extremely powerful and never properly nerfed and even at the Tank meta he was able to beat most Tanks. Now, Maokai serves one purpose, to destroy everything that can't out-tank him. People say Ornn is overpowered while in reality, the most powerful Tank in the game is Maokai
And as a side note, Tanks should do damage but that damage should not come from such easy kits as Maokai. Best example of this is Sion. Stay in his charged Q and you will take damage, a lot actually, but that is what makes him balanced, the fact that he has to stand still and charge it up.
Tldr, Maokai needs his Q damage nerfed and his Passive health regain to be changed to + 4% − 16% (based on level) maximum health, giving him a worse early and a more powerful late
I do play Maokai, actually. He won't one shot or come anywhere close to it for any of those champs without AP. If he has good sapling placement and the enemy keeps running into them, he can have decent overall damage at the end.
Saplings deal % based damage and do double when placed in a bush. Sounds like you were probably behind and fighting him in the bushes.
maybe stop eating his empowered sapplings and you would stop taking any damage also... if a maokai of all things can "instantly take all of your health" you are doing something horribly wrong
