Why do both Jayce and Neeko get buffs but not Kennen?

in patch 9.14 were all nerfed at the same time to adjust ranged toplaners. They all three had the same nerf of reducing their base attack damage and base attack speed. In the later patches Jayce has received multiple buffs while Neeko will be getting one in patch 10.5. Jayce has received some of his base attack damage back while Neeko will be gaining attack speed growth back. Kennen now remains as the only one who won't have gotten any buffs since then. His E lighting rush and base attack damage/attack speed were nerfed because he was able to abuse the Kleptomancy rune. Kleptomancy is now removed and he hasn't had any nerfs reversed or been given some kind of buff.

It's only going to get worse for Kennen when patch 10.5 releases. Turret plates will now take -20% damage from ranged champions. His base ad is already bad enough to where he barely does any damage to towers. His wave clear is probably one of the worst in the game. Melee items will be buffed even more. His poke damage is pretty bad due to doran's shield sustain and healing that most melee's have in their kit.

To anyone reading this post, I'm not here to argue about whether or not you hate this champion or hate ranged top laners. He needs a rework, VGU or some type of QOL changes.
