Garen buff last patch? Why?
TL;DR: Garen E DPS too high. Garen ult damage too high.
When the champion who was already strong enough with the new black cleaver gets buffed, everybody cries. My main two concerns are the fact that (in my opinion) the strongest execute in the game now deals TRUE damage to the villain and the fact that his E DPS is insanely high. I will go into more detail about this down below.
Garen's Passive: I don't see this as being a major problem. I think this gives Garen decent sustain in lane and does not need any changing.
Garen's Q: I always see people complaining about how "That silence is WAY too long" or "WTF do I do when I'm silenced for two hours?". Well, I don't see this as a big problem. This gives him the ability to disable casters in team fights, which can be a big advantage. I do not think this is a big problem.
Garen's W: This is, also, a balanced ability. It allows him to turret dive quite safely when he activates it, and is helpful in team fights for soaking up major damage.
Garen's E: This is where my concern is. Sure, it's not too strong early game; that damage is fine. The fact that the damage ramps up AND the amount of times his E ticks increases PER LEVEL gives him and INSANE mid game. At max rank, it triggers EVERY 0.3 SECONDS, dealing 40 + 50% damage PER TICK. This combined with black cleaver alone at level 9 does a grand total of 100 damage PER TICK if the enemy does not have armor. I recommend nerfing the scaling and base damage of this ability, because it my itself does way too much damage.
Garen's Ultimate: Just when you thought that an execute that can kill someone with a third of their health remaining wasn't strong enough, it got true damage slapped on top of it as well. The magic damage at rank one is 175+28.5% of the target's missing health. If you're thinking that that's not over a third, it does 525+40% of the enemie's missing health. The fact that this can do true damage makes this ability ridiculous, even if you don't take the 1% of the enemy's max health as true damage with his E into consideration. You might be thinking that this will probably not have too much of an impact because your lane mate might not be the villain anyway, but Garen can just take teleport for that. I recommend nerfing both the base AND % damage that his ultimate does.
Garen's Gameplay: Start the game farming your way up to a black cleaver. If you die to the enemy top laner, kill them with the 400 damage ultimate because they will be the villain. If they are not the villain, roam to that lane that has the villain and get a kill there. If that does not succeed, just farm up until you get black cleaver. Once you do, you will be almost unstoppable. The armor penetration applies with his E, and the speed buff from Phage stacks with his q, so he will be able to stick to enemies with ease. Then just build full tank depending on their team. Your damage will still be the same (huge) throughout the game, your W will keep you alive in teamfights, your E DPS combined with your ult will let you take out the enemy squishies with ease, and your q will let you catch up to the enemies quite easily.
My arguments against potential comments:
"Just lock him down in teamfights": If this is a garen with merc treads (most garens), then CC won't do much against him, slows wont affect him at all if he uses q, and bursting him down will be a huge challenge because of his W. Even if you lock him down and kill him with burst, the enemy team will have already unloaded huge amounts of damage and have an easy cleanup by the time you even kill the Garen.
Just ignore him, he won't do too much: Like I previously mentioned, his E does 100 damage per tick with black cleaver alone at level 9, which will increase with his passive AD scaling. Late game at max level (again with black cleaver alone) Garen will do roughly 130 damage per tick (not counting sunfire cape) plus the armor penetration from his black cleaver. If the 10 ticks of 130 damage are not enough to kill the enemy adc/caster, his ultimate will be.
Garen needed a buff. He was way too weak: No he wasn't. He was still very strong.
Build armour!: His ultimate does magic damage regardless.
Kite him!: His Q lets him catch up very easily.
Ban him in ranked!: I do, he is a great ban.
