Cass Rune Reforged Interactions

So the new Lesser rune, Magical Footwear, gives you a slightly better boots and 50 gold less on upgrades for free at 10 minutes, but you can't buy boots before then. If Cassiopeia were to go down the inspiration tree, as primary or secondary, would this upgrade just be useless? Or would it affect her passive MS at 10 minutes?

I'd assume it would have no effect, but maybe they have a special interaction built in, we don't know yet.

I believe when this was brought up in a Dev Corner discussion the answer (or at least at the time) was that the rune would be useless on her.
