Smurfing at low level is way out of control

Riot, this is not a whinging and crying post about some nonsense. And for anyone replying to this post, i will not be coming back to read it so don't bother if you have something negative to say.

I am level 17 and don't really know how to play the game all too well, as is normal. Most of the other people on my teams also do not know what theyre doing most of the time. But, why, and honestly I am not exaggerating, are almost all of my opponents high level/rank smurfs on their new account? They completely dominate the game every time. No, it doesn't create a learning environment, they are only doing it to appease their fake egos, or in other cases, they do it to make newer players quit the game from frustration.

This is not a unique experience, but the last game I played had a guy that had no clue how to jungle because the game never taught him how to do it. There is no in game guide or tutorial on how to jungle properly. Obviously, the guy was being quadrupled in CS by the other jungler (a high level smurf), never ganked, and never attempted one dragon. This happens in my games a LOT, and for some reason it's always on MY team.

Why are all of my opponents worlds better than everyone I am with, including me?

Riot, please come up with a solution. New players are getting pissed off and flamed out of the game. No one can improve at the game when they don't play vs people of their own skill level. I've been playing multiplayer online games for 20 years, so I'm very confidant in that statement. There's nothing wrong with playing against a "better" player, but in these cases, plat and diamond players are being exposed to brand new players and I feel that is beyond unacceptable. It literally loses money for your business. I hope I made this message clear.
