But this is what pretty much everyone does now, right? It's obviously not an intended result of the ADC itemization rework, so is it a bad thing? If so, are there any plans to do something about it?

What we expect to see is a slightly wider range of potential first order buys - especially since this version of Doran's Blade has more mid game potential.
