Basically, it would mean that I could have one champion with QWER on normal cast, one with QW normal E self R quick, and one with QWER all quick cast, instead of having to swap between them each match.

Exactly. For example:

Assume my key bindings are all quick cast by default Game 1: I play Velkoz . I open up the controls menu, put E on normal cast, and QWR are already on quick cast. Game 2: I play Ezreal . I open up the controls menu, and find that QWER are all back on smart cast! (the default, for this example) I change R on normal cast, and leave everything else. OR, if I didn't want to change any controls, then I don't fail to dodge a Morgana binding because I forgot that E was on normal cast.

Game 3: I play Velkoz again. My key bindings are the same way I left them in Game 1 (because I was playing Velkoz then too), so I don't have to change anything, and I don't fail at casting my ult to finish off the enemy mid laner because I forgot that I left it on normal cast when I played Ezreal.

Eh.. this would be a "nice" thing but think of all the other things that riot could be working on.. this just doesn't strike me as worth the effort that they would have to put in.
