quality of life change to Ranked Queue dodging

I know it can be annoying when you've just had 6 queues dodged and have to keep waiting to get into your game and I understand but hear me out.

I don't care about aram dodges, normal dodges.

as of this post anyone who dodges a ranked solo game is getting a 6 minute penalty then 30 minute then 30 minute each time. I would like to propose that instead the second and maybe third dodge could all be 6 minutes and then the third/fourth could be 45+ minutes. the reason being is that I believe Ranked is a place where people want to climb and optimize their chances of winning, and while I do understand some people get frustrated when there are multiple dodges, I don't see lowering the second dodge timer as being that big of an issue or causing an epidemic.

ultimately anyone that dodges 4+ games a day will be unaffected but positively benefit players who would like to optimize their chances of winning and get just a second or third chance to dodge without waiting 30 minutes
