Give Twitch +X base AD (the missing amount to CS under turret level 1), and fix his expunge bug.

I feel like Twitch isn't in a terrible spot, but the ability to play back and not miss CS in solo Q would be amazing, as well as be a tiny bit safer while farming in lane, and hit a few more dmg on expunge.

His expunge bug really is annoying that it still exists. If you press E while they are in range, if they move out of range before it finishes casting, they don't get hit by it. This puts it on CD, uses mana, and if nothing else is in range, it does no damage at all. Just change it to >if XENEMY is in range when E is pressed, XENEMY will be damaged<.
