Diana has too few levers and it makes her stomp or be stomped.

Diana has basically half a kit by the champions of today. If Riot decided to merge Diana's vacuum with her shield, then give her a new ability, it would take a huge chunk out of her power budget and make her less binary. She wouldn't need to nuke people without counterplay in order to exist.
